Old Lyme Board of Selectmen
Regular Meeting: Monday, 7 March 2011

The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 7 March 2011 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.


1. Approval of Minutes: 7 February 2011         
Selectman Sibley moved to accept the minutes of 7 February 2011, and Selectwoman Reemsnyder seconded the motion.  SO VOTED.   


2.  Communications – NONE


3.  Appointments
Selectwoman Reemsnyder moved to accept the appointment of Lauralyn Lewis to the Conservation Commission for a three year term expiring January 2012. Selectman Sibley seconded the motion.  SO VOTED.  

Selectman Sibley moved to accept the appointment of Susan Baehr as an Alternate to the Conservation Commission for a one year term expiring January 2012.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Selectwoman Reemsnyder moved to accept the appointment of Frank Maratta as an Alternate to the Sound View Commission for a one year term expiring January 2012.  Selectman Sibley seconded the motion.  SO VOTED.


4.  Old Business
a. Budget Discussion
First Selectmen Griswold reviewed the budget for 2011-2012 and stated that the salaries and wage compensation is still a work in progress.  The Town is in discussion with its insurance broker regarding ways to save the Town money on health insurance premiums without decreasing coverage.  The Town is hoping to have a 0% budget increase, or close to that.  The budget hearings for Regional School District #18 and the Town will be in April, and both budgets will be voted on in May.

b. Pesticide Awareness Committee
First Selectman Griswold reported that the Pesticide Awareness Committee is discussing whether or not to use synthetic pesticides on Town Woods Park.  One idea is to treat one field with organics (as a test) and do a comparison over a period of time.  The Town would need to invest in equipment that would be needed to apply the organic pesticides.  First Selectman Griswold suggested that the Committee look at other fields in the State that are using organic treatment, other than the fields in Branford that were visited last fall.  The Committee will bring its recommendation to the Selectmen and a decision will have to be made by May.  First Selectman Griswold stated that the Town has invested a lot of money and time into the development and maintenance of Town Woods Park, and we must be sure the fields will not become sub-standard due to switching to organic pesticides.    

c. Sound View Commission – Inaugural Meeting
First Selectman Griswold stated that the Sound View Commission held its first meeting.  Several items were discussed such as signage at the beaches, parking on Hartford Avenue and sending a mailing to Sound View households in the spring and again in the fall.   

The Selectmen would like to have a future discussion regarding the fee structure at the permitted lots in Sound View and include in the discussion the cost to the Town such as police, portable toilets, etc.  They will seek input from Don Bugbee, Director of Parks and Recreation, regarding the Town parking lot.  Selectman Sibley suggested that the Town parking lot be run for a second season with the changes that were incorporated last year, thus giving the Selectman a longer time period to compare to past years.  Selectwoman Reemsnyder stated she had no problem allowing Mr. Bugbee flexibility to vary the daily parking rate when he believes a change is needed i.e. on a cloudy day or at the end of the day.  

d. Purchase Order for Single Stream Cart Purchase
First Selectman Griswold stated that everything is moving along smoothly regarding the purchase of the Cascade Single Stream Recycling carts.  A decision must be made about the format of the list that will be affixed to the cart lids concerning what can or cannot be put in the carts.  4,176 ninety-six gallon carts and 720 sixty-four gallon carts were ordered.  Our contractor suggested that the Town purchase snap-in tags which would be attached to each cart.  The tags would transmit information to the truck regarding identity of the cart and other information.  Delivery of the carts to Town residents will be done in April and the single stream recycling will begin in May.

e. Probate Agreement
The Selectmen reviewed the Probate Agreement which includes the calculation of the cost percentage Old Lyme will pay (approximately $4,000).  First Selectman Griswold feels that cost could be less when all is done.  The final amount will be added to the upcoming Town budget.  Selectman Sibley moved to authorize First Selectman Griswold to execute the Probate Agreement as put forward.  Selectwoman Reemsnyder seconded the motion. SO VOTED.

f. Restatement of Refuse and Automated Single Stream Recycling Contract
The Selectmen reviewed the contract between the Town and Shoreline Sanitation that begins July 1, 2011 and ends June 30, 2015 for refuse pick up and single stream recycling.  Because the single stream recycling is a new operation for both the Town and Shoreline Sanitation, a fixed price of $170,600 has been agreed on for July 1, 2011 through June 30, 2012.  The year after, the amount will be negotiated, based on actual costs for a partial year, and thereafter, the cost will be based on actual numbers.  Selectwoman Reemsnyder moved to authorize First Selectman Griswold to execute the Refuse and Automated Single Stream Recycling Agreement between the Town and Shoreline Sanitation.  Selectman Sibley seconded the motion.  SO VOTED.

g. Renewal of Operation and Maintenance Agreement for Septage Facility
The Selectmen reviewed the Operation and Maintenance Agreement for the Septage Facility.  This Agreement will begin January 1, 2012 and end on December 15, 2015.  According to the existing Agreement, the Town shall decide by December 1, 2010 about extending the Agreement for four additional years and the same is true for December 1, 2014. Selectwoman Reemsnyder moved that the Board of Selectmen execute the Operation and Maintenance Agreement.  Selectman Sibley seconded the motion.  SO VOTED.


5. New Business
a. Discussion about Committee to Consider Water Resource Ordinance
First Selectman Griswold reported that he had spoken to George James, and Mr. James suggested names of some residents that would be well qualified to serve on this committee.  First Selectman Griswold will contact these individuals and ask them if they would be willing to serve on the committee.

b. Authorize Personal Service Agreement for CT Riverway Trail Grant
The CT DEP approved a $36,720 grant to the Town for the Programming and Development Phase of the Connecticut Riverway Trail.  The Selectmen reviewed the related Personal Service Agreement (contract).  The DEP requires two copies be executed.   Selectwoman Reemsnyder moved to authorize First Selectman Griswold to execute the contract between the Town of Old Lyme and the CT DEP.  Selectman Sibley seconded the motion.  SO VOTED.


6. Public Comment - NONE


7. Other Business
Selectwoman Reemsnyder inquired as to the status of the letter she had forwarded to First Selectman Griswold from Ned Farman of the Harbor Management Commission.  Mr. Farman was looking for approval of his letter that the First Selectman would sign and send to our State Representatives and others asking them to support the Town's request for $30,000 from a State fund to pay for dredging. First Selectman Griswold stated that he had worked on revising the letter.  Selectwoman Reemsnyder feels that it is important to move this along quickly while State money is available.  First Selectman Griswold will speak to Mr. Farman.

The next Board of Selectmen's meeting will be held on Monday, 28 March at 7:30 PM in the Meeting Hall of the Old Lyme Town Hall.


8.  Executive Session:  Pending Litigation
Selectman Sibley moved to enter into Executive Session at 8:52 PM to discuss pending litigation.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.

Selectman Sibley moved to exit Executive Session at 9:53 PM.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.


9. Adjournment
Selectwoman Reemsnyder moved to adjourn the Executive Session at 9:54 PM, and Selectman Sibley seconded the motion.  SO VOTED.
